You can't be taught epic spells, you have to develop them, paying for it out of your accumulated treasure and XP.
While I'm on the subject of treasure, the only way that character could have a Wyrm Rod of any description is if they'd found it through play, as the cheapest (a White Wyrm Rod) is about 50% of the guideline wealth for a 27th level character (2,900,000gp according to my MIC).
That history? I might let the character start with a rusty suit of scale mail and a couple of battered weapons (loot from her home village).
Late in her stay at the library, she eventualy stumbled accross a book of rare forgotten dark magics, a book detailing a true higher calling, a book granting the knowledge on becoming a lich
