She definitely did not ship the doll until the 9th, that much is true. (That's crazy leaving it for 2 months, who does that??) so she is probably en route to you right now and with tracking it looks promising you'll receive her. I don't know how postal services work over there, it wouldn't work here in the UK but is there any way to find out what the tracking number is for? (Eg, Who it's been sent to) I hate to think she's given you a random or unrelated number?
It does put Paypal against you though, whenever they receive a tracking number they'll see it in favour of the seller because they have proof they posted. Part of me would've thought it'd be best to claim the money back and pay her when you receive the doll but I don't think PP will give you that mercy (maybe worth a try?) - It sounds like the doll is on it's way to you, unfortunately you had to put up with a lieing, s***ty seller. Good luck :)

I did send the doll in early July but it got sent back to me along with other packages I had tried to send a week or so ago. I don't know why this was so I sent her again via courier as soon as I could.
I did lose the tracking number that I had in July so I know I have no proof of that. I'm sorry about stuffing you around with the communication I hope your mum likes her and she gets to you safely.
