The voices are indistinct for a moment -- one of them is familiar, easily recognizable as Cheetor, the Commander of Axiom Nexus' security. Yes. Any citizen of Axiom Nexus not originally from the TransTech world is considered 'Outworlder', and processed as such.

Indeed. No action was taken against the Outworld zones that was out of the ordinary. There were the usual disciplinary actions -- minor ones, for the most part. There was no clear reason for the rioting. And then an illegal Megatron incited rioting that resulted in the deaths of hundreds of innocents. Both Outworlder and Transtech alike.
