I agree! Malfoy himself is pretty 2-Dimensional in the first five books. Tom always worked well with the scenes and lines he had though.
This is the first movie (and probably the last, his Mom has more time than he does in Deathly Hallows if I remember correctly, it has been a while, so tell me if I'm wrong) where he had to sort of go beyond, "I R MEAN, SEE ME SAY HOW YOU ARE LESS THAN I! BWAHAHA!"
I felt like Tom took Malfoy straight out of the books, and even improvised a little. Even in the scenes with no dialog (where he's fixing the cabinet), he seemed afraid. He was scared of the consequences if he didn't succeed, and the consequences if he did. *huggles Draco*
