I wish I could say this surprised me. My grandmother worked in Special education, and when she tried to report one abusive teacher, she was told "Unless [teachers' name] ties a child to a chair, I don't want to hear it." Other cases had her dismissed as "causing trouble". Most of the decent people involved in the system end up burning out pretty quickly.
