I applied for a retail job a month ago, got past the interview, they offered me the job, and I accepted. I was going through a bunch of interviews around that time and, a few hours later, I was offered a career-type job where I'd be using my degree and I would start ASAP. I would play it totally straight and tell them the exact situation in the covering letter - the deadeyed HR monkey reading the applications can then simply go "duh, this candidate has already been accepted - must be ok" and pass you on without needing to think too hard.

if they are going to have a problem with you declining before then that problem will still be there however you hide it - but if it is an advantage it is best to get it noticed as soon as possible.

Never mind a fresh application, get in touch directly with the people you spoke with previously. You should write a letter or at least prepare talking points for the conversation.

If you ask me, wanting to stay where you are is totally legitimate and should not count against you. Shame that did not come up soon. Unfortunately you will be known as someone who is likely to jump ship as soon as another opportunity arises. If you can offer some sort of commitment to offset the training resources expended on you, that might help.

This. If I'd had someone decline an offer, then re-apply without mentioning their previous application I'd think less of them. I'd probably just put the application straight in the discard pile, tbh. If they spoke to me and explained the situation, and that they aren't looking to move any time soon, I'd likely give them a second chance, if only for having the balls to talk to me, because a lot of people don't.

This is what I was going to say. Get in touch with whoever you talked to before, explain that you're on the market again and would love to be reconsidered. Apologize. Be aware that they very well might be like "too bad for you," but there's also a chance that since they liked you before and the job's still open, they might move forward.

Unless they are desperate and you do an excellent job of selling yourself, I wouldn't hire you. As an employer I wouldn't want to hire someone that I know is looking for something different. It's a waste of time and money training you.

I'd call them and explain the situation and say that you are still interested in the postion if it is availble. Worse they can say is no, but best case you have a job.

I wouldn't resubmit my resume. That seems odd and confusing (or would, if I were doing the hiring.) I would simply contact the company and say that after further consideration, you would indeed love to take the job if the offer is still on the table.
