I'd say it slightly reminds me of side 2 of bowie's "Low" (77)...

but it's definitely got that badalamenti mysteriousness... it's just lacking the foreign sound... hehe

Yeah, there's a bit of Eno wackiness to it, what with the delays and all. One of these days when I've got the dough, I'll shell out for an Eventide Harmonizer and I can really start my Eno ripoff career full-steam.
