What SimS is doing has to do with the Secret Society of Anti-Hero's and is basically them just taking advantage of the situation. They see that the three Hero Corps Factions (Hero's, Loyalists, and Supers) are so distracted with their ideological conflict that they are incapable of doing much else--giving them the opening they need to accomplish the Societies main goal of weakening the planets defenses overall while consolidating opposition under their control (through coercion and religion). This same opening is exploited by the "Magic Esau"...a Prometheus in the body of an Esau from a future timeline out to destroy history itself, precipitating the Continuity Crisis.
