I think it probably depends on the recipe, but they're generally fairly dense and yes, a bit fluffy. Kind of like a moist scone? A bit? It's hard to describe, really :D

Sounds good to me. I make them with half suet (vegi suet, it's lighter) to self-raising flour and as little water as i can get away with.
