I haven't tried looking in a database yet, but that's my next move. I'm doing a paper on rhetoric and Queen Victoria (not sure of the exact focus yet, though I think I'm going to look at her clothes and maybe contrast her speeches with her letters) for my Women Rhetors of the 19th Century class. In the overviews we read of women in rhetoric, all the major players--Sappho, Queen Elizabeth, Susan B. Anthony and the like--got screen time, but nobody talked about Victoria (likewise in the MLA database). My guess is it's because she doesn't fit the typical "feminist" mold. I think she deserves some study. :)
And thanks! The email made me laugh so hard I thought I'd try to pass it on.

Now I'm curious - what are you researching? Anything involving Queen Victoria's speeches to Parliament sounds very interesting.
Amusing telegram, by the way. Totally made my morning.
