I am an undergrad at a top school and was told by the director of the program its not effective to e-mail professors you are interested in working with, because there is nothing they can personally do to help you get into the program. Her exact words were "The thought process of the student is like well I am going to be studying with you - and we don't know if you are - and there's nothing we can really do." So it can be seen as a bit presumptuous.
