"One option that I have been told is to work in libraries until I am ready to apply so I can have library experience that they can look at."
plus this:
"Option two is to do non-matriculated coursework within my intended program. Meaning I'm taking the classes and paying for the classes out of my own pocket but I am not actually enrolled in the program."
That GPA will keep you out of the top schools, but you may be fine for others if you show that you are well rounded otherwise. Whatever experience you currently have doesn't actually count for much in the admissions program, as most schools assume you have none and build from there. Actually working in a library (which most applicants will have, is simply a push with any other work experience).
Your best bet would be a good statement explaining your grades and why you'll do much better in a graduate program (maturity, circumstances, &c.). Taking additional coursework to bring-up grades would also be highly recommended.
