yes, you'll be taxed on the part that isn't for tuition.

Not sure about the double tax, but you definitely have to pay taxes (U.S. federal and state taxes, and since you'll be at CUNY, NYC taxes as well)on the part of your stipend that is not for tuition and fees.

During the academic year, about 13% of my stipend is taken out in taxes (I go to Columbia and this includes federal, state, and city taxes in New York City). What I'm hearing around these parts is that there is a substantial steepness in the amount that we are taxed over the summer and so that it may end up being more like 35%, but I'm not sure how true this is.
