Actually... as I have many friends in the waiter/waitressing business I hardly ever leave anything less than 20% even for mediocre service I still leave 15%.
I think I've only left a penny once ever.
Also, they do not get taxed as if I've left a 7% tip. They get taxed based on what they report. Also, 7% of my bill would have been $0.28 as I only ordered a cup of soup.
In addition to that, leaving a penny is typically the worst insult you can give to a waiter, or at least that's how it used to be. When we have to wait 20 mins. in an empty restaurant for our check - that's unacceptable. When we had to wait 15 minutes for our order to even be taken while our waiter sits with one of his friends drinking (what appeared to be an alcoholic drink) that is unacceptable. I feel that my actions were justified, and that I in no way stole his wages.
