World Meeting?
*There is a very large room set up with a long oval table and comfy-looking chairs alongside it. This is a meeting room.
Lately, the increase of the dangerous ambitious Nations' apparitions in the Headquarters was getting alarming, even without counting those coming from the troubled times of wars.
England decided to organize a conference to talk about those problems and perhaps, trying to resolve them. Though if he has to admit, he sincerely doubt this meeting would lead somewhere, considering how dysfunctional people of his kin function when together.*
Ladies and gentlemen, it has came to my attention that the Headquarters seem to be less safe than before -even if the Headquarters wasn't very safe to begin with- so I decided to reunite you all here in order to talk about these worrying problems and try to resolve all of them, one by one. As an example, we could talk about these numerous failed attempts at taking over HQ. Any suggestion?
*By the way, please don't mind his slight French accent. It's nothing. Really. In any case, you will most likely not notice it if you don't pay attention.*

America and Vietnam came up with a solution:
Setting up a council composed of humans and nations. It would be like that UN thing existing in some of the universes, except it would be the other way around. Humans voted in will have to make some of the decisions and nations voted in will have to protect and help them for a period of time.
The members of the council will be divided into regions, and two humans from each region will represent the council in a ladder formation.
