Part of the Great Reform Act was to abolish many rotten or 'pocket' boroughs - their seats being redistributed to form constituencies in new towns. That would set Jack very much against it.
Now, Thomas Cochrane on the other hand (one of the RL persons on whom Jack Aubrey was based) would have supported the Reform Act, having been a radical. *g*
Jack is very much and old Tory, so in principle he would be against the Reform Act (for many of the same reasons Wellington was against it); but Hornblower is by nature Whiggish, so he would be in favour of it.
