Go for the better PC with Vista. Burn the recovery disks for Vista in case you fuck up XP, find the drivers that you'll need for your hardware and stuff, burn them to a disk/s or transfer 'em to a USB drive, wipe the harddrive, and install XP. Works like a charm :D
Oh and there's some kinda logical order you'll need to install the drivers in... but I'm not sure if it's the same for desktop computers ; o ; You'll have to Google that, but overall, it's pretty easy.
My father says that wouldn't work because you'd need to use a bootleg copy of XP, and Microsoft has gotten really good at figuring out when you're using a bootleg OS and making things hard for you when you are. D:
You can buy an XP cd. They run pretty cheap nowadays. I mean, I actually got my XP disc off Bittorrent and then got the serial number from an age-old dead PC of mine, but yeah. If you do opt for a bootleg, then you're going to have to either run the OS without a key (which can be done, as far as I know, but I'm not sure exactly how) or get some kind of serial generator. Either way, yeah, it's pretty difficult to get around Microsoft's validation bullshit, but the only thing you'd need it for are security updates. And really, I don't see that it's that big of a deal as long as you've got some kind of decent firewall and aren't going on those crazy trojan-infested porn sites.
Those games should all run on Vista. I have 2GB of RAM + Vista and aside from some loading delays (which are to be expected!), games like Half-Life 2, Portal, WoW, and FFXI run just fine.
I've yet to have problems with SimpleMU, Firefox, or Photoshop on Vista, nor have I had any problems running all three at once (except for when I tried to do that with only 1GB). :D Though for the love of /god/, don't try to run all three and something like Portal, unless you want your computer to cry tears of blood.
Really, I've found most of the wailing about Vista to be /very/ over exaggerated. It reminds me of how everyone was screaming and crying about XP when it first came out.
It wasn't cheap (although there was a slightly less awesome but still pretty awesome computer for $680, which...yeah, pretty sweet), but it certainly looked reasonably-priced to me.
Yeah, seems like you can get some good deals with Dell if you poke around the right places. These don't come with monitors (my existing monitor is undamaged and awesome), but those aren't too hard to get, I think.
Probably a moot point now, but I have run all of those programs (short of KOTOR II) on Vista without any issues at all, except the stupid 3D cursor workaround for CoH, which is very easy to apply.

I was thinking of home-building mine, but wow, for that price...
