Go for the better PC with Vista. Burn the recovery disks for Vista in case you fuck up XP, find the drivers that you'll need for your hardware and stuff, burn them to a disk/s or transfer 'em to a USB drive, wipe the harddrive, and install XP. Works like a charm :D
Oh and there's some kinda logical order you'll need to install the drivers in... but I'm not sure if it's the same for desktop computers ; o ; You'll have to Google that, but overall, it's pretty easy.
My father says that wouldn't work because you'd need to use a bootleg copy of XP, and Microsoft has gotten really good at figuring out when you're using a bootleg OS and making things hard for you when you are. D:
You can buy an XP cd. They run pretty cheap nowadays. I mean, I actually got my XP disc off Bittorrent and then got the serial number from an age-old dead PC of mine, but yeah. If you do opt for a bootleg, then you're going to have to either run the OS without a key (which can be done, as far as I know, but I'm not sure exactly how) or get some kind of serial generator. Either way, yeah, it's pretty difficult to get around Microsoft's validation bullshit, but the only thing you'd need it for are security updates. And really, I don't see that it's that big of a deal as long as you've got some kind of decent firewall and aren't going on those crazy trojan-infested porn sites.

Yeah, I actually like XP as an OS, but from everything I've heard Vista is hell, and I just do not want to deal with that. :/ I actually generally don't need security updates (decent network firewall, I don't open spam or go on crappy porn sites, and I use Firefox), but my father wants to know that the possibility is there if I do need them.
I think XP is totally hardcore, personally. My laptop came with Vista and while I didn't think it was so bad at first, I was RIPPING MY HAIR OUT after a month. I have more than enough RAM and all, but my computer was CONSTANTLY overheating and crashing because Vista was fucking hogging all my resources. Took me like five tries to figure out exactly how to install XP and try out different drivers, but it was so, soooooooooo worth it.
And, eh, that way sucks. There's always the option of installing a bootleg XP and then getting a serial/legit version later, if cost is an issue.
It's possible to downgrade legitimately, with a non-bootleg copy. (Microsoft has stopped selling XP to computer retailers. This doesn't mean retailers and eBay don't have 'em.) I mean, hey, you might even be able to transfer from your last computer.
...I don't think (my father says) Dell computers come with install CDs, but I could go and check. The damned thing was only eight months old, so I might still have the box sitting around somewhere. :P
