I suspect the fund won't implement the easiest way to increase productivity, which is to reduce hours worked. At least in the tech industry, Germany seems to have a much better culture of leaving at 5pm and leaving your work in the office. Meanwhile France increases productivity by having a youth unemployment problem - if you don't employ trainees, your productivity goes up, short-term...
