People are highly motivated not to get fired from their jobs. They may have some allegiance to co-workers, or to the organizations nominal objectives, but keeping the boss happy is generally most important.
Bureaucracy is bureaucracy. "Private" or "public" makes no difference. It's people who have to keep the boss happy, and maybe even get a raise next year. Britain seems to have developed the delusion in parallel with the States that there are some sort of Platonic differences in essence between "private" and "government" bureaucracies, but it's a delusion. Bureaucracy is bureaucracy. (Which can segue into the B of E piece showing that the implicit massive subsidies underlying "too big to fail" go to top executives and owners, but one rant at a time.)

Which is why it's important to set the targets of the organisations properly, because they will do their best to hit the things that keep them paid and employed, even if they aren't what you really wanted.
