Tobias almost shifts human so that he can walk in and slam the door himself, but he doesn't. For some reason it would feel like admitting defeat, or something. And he's not prepared to do that.

It's a rhetorical question. Jake hadn't asked Tobias or anyone else. He hadn't really asked Rachel, either. He hadn't needed to.
