A few things:
As much as I LOVE a good mindbreak/badtouch relationship (ngl, guilty pleasure at times, it can be hot) this isn't one of those. Yes things were rough after the bomb and Russia taking over, but most of it was Alfred striking out at every perceived thread and Ivan getting exceptionally frustrated at trying to save Alfred from himself. o1 America is fluent in Russian. (Primary language of America is still English, then Spanish, then Russian - the Russian is mostly used in politics but a lot of the younger generation is learning it in school.)
