This. This is win and what I've been trying to explain to people for ages. It's one of the things that really gets on my wick, and just another way that society belittles women and what we are interested in. VAT doesn't apply to luxury items. In fact, if you actually look at things which are unrated, zero rated, reduced-rate and full-rate VAT there seems to be no rhyme or reason to any of it.

I totally agree tampons should not have VAT charged on them but it says little to nothing about an item's luxury status.

No, it's definitely a UK thing but I don't know where it comes from! :-)

I always assumed it was true until I worked at a copy shop and we had a thick booklet with detailed lists of what value of VAT applied to anything someone would want printed or copied. Greetings cards are different from Christmas cards if I remember correctly. And a pamphlet is different from a flyer as far as the tax man is concerned. Frankly I never knew what the rules were and basically made it up as I went along. I certainly wouldn't have been in any position to argue if a customer claimed their 500 fliers were actually pamphlets.

But I spent a very nerdy evening reading around the inland revenue website and looking at their vast list of items/taxes. If I remember rightly they charge different levels of VAT depending on whether you use electricity or gas for your house heating... utterly baffling.
