Well, the mayor (who's already had his break down moment) has successfully passed his buck onto the governor and feds with his tears and hysteria on the radio, while the governor may pass the buck onto the feds simply because Katrina didn't target just New Orleans. Remember, NO wasn't the only place that was hit, but it's the one that getting press; if the rest of the state of Louisiana is in the same situation that NO is in, then the governor's got a real problem. Granted, I can't imagine a state government taking over NO with the same kind of thoroughness and authority a federal government can - for example, where're they going to find the money to evac 20K-plus people or the resources to drum up the National Guard when a good chunk of them are somewhere else ( ... )
