I'm delegating responsibilities to department heads... they're in charge of their divisions. All I have to do is coordinate the departments, field information and calls, ensure that everyone is following protocol, maintain communication with officers and encourage them to remain in contact with each other, and figure out how to make this public enough for people to stay safe without causing a panic or making it widely known that we're currently without a chief of police.

Which... is almost yes, I think.

Most of the criminals in the City are human-like in most respects, including their inability to move through doors. Unless you can defend yourself, you should consider finding a door to stay behind.
