Well, actually I don't think either one is necessarily right or wrong. It depends on how you look at it.
This is a license that is issued to drivers in the state. Hence, a Drivers License. Or, it is a license for you to be a driver, so then it's a Driver's License. I checked the national DMV website, and they refer to them as a Drivers License, but if you check other states, some use Drivers, and others use Driver License. I couldn't find any that used Driver's (but I didn't check all 50).
Although, taking this a step further, shouldn't it really be called a Driving License? After all, you get a Fishing License not a Fisher License, and you get a Hunting License, not a Hunter License.
