What about a Hierarch who does his business of managing the region's Awakened by enforcing and maintaining individual oaths between Magi?

Honestly? He would tell the Hierarch to keep his nose out of his business, and if he didn't like it they could step into the circle. Roland's oaths are his own and no officious busybody will tell him how to hold to them.

Yeah I know I am playing the apolitical outsider type. Weird.
