First off: Your sarcasm in your little "author's note" cracked me up good, what you said about using Jonne as a character all the time was just spot on! :D
Don't think Mary-Sue makes her way in here too often though, don't recall having read one single story with one of her kind in it actually.

And then on to your story:
You're doing a great job at giving us an idea of this world and how everything must be done according to the law, it gets easy to imagine how their lives must be. Good job.

I think it's good you introduce new characters, it brings a little something extra to the story and makes it more interesting that always reading about the same characters over and over again. Like nerakrose said, as long as they serve a purpose then all is fine with me =P
