Yes. Those with large amounts of regret are susceptible to the creature's power. It forces one to face thier worst memories, and often combines this mental torture with physical pain.

Yes. He is as bound by the neutrality contract of the Nameless City as any other being. Unfortunately this is a double-edged sword; while he is weakened, so are others who might have the ability to banish him, if not completely destroy him.
From what I understand, you are correct, yet he is very charismatic, and I believe one of the shinigami is carrying his child.
...I, personally, am concerned about this rash of kidnapping. It is not Nemesis' way to detain those he 'judges'. Why do so now?

You probably don't know me. I was one of the ones punished by this Pyramid Head. In a completely different matter. I may be able to offer some insight.

I was caught by Pyramid Head and one of Xuchilbara's followers. A girl named Alessa. During that time I was harboring an intense amount of guilt over killing one of Alessa's friends. A man named Vincent. It was ultimately my own desire that lead to Pyramid Head killing me.
Of course most death here has no bearing on the City. I'm still here. Colder of course. Pyramid Head has not bothered me anymore. I've formed some theories.

I do not know what constitutes as 'enough guilt' to the creature, or his master.

It is difficult to kill a god when they are still remembered, and worshiped.
Unfortunately, in this instance, doing away with the worshipers within the city limits does not eliminate Xulchilbara's worshipers entirely.

Figures. At least this place dampens his powers as much as it dampens the rest of us with power. That's something at least.
Hmm, and a good bulk of his worshippers are from this Silent Hill aren't there?

The creature is a menace, and needs to be dealt with.
Where I capable of doing so myself, I would....

1. PH has no use for me.
2. The wards where I live work great
3. I've forgiven myself.
Make of that what you can.
