It always had more traction in the south because there was much less de facto segregation. The NAACP Legal Defense Fund tried to get the courts to support cross district busing in Michigan (metro-Detroit) but failed.

It seems to me this court is overturning precedent quite a bit. Am I wrong?

You are correct. They are re-shaping the constitutional landscape quite a bit.
