Involves only colour layers and colour balance layer.
Duplicate your base twice. Depending on your image, set the middle one to screen and the top one to softlight.
Add new layer, fill with, #000C24, set to exclusion.
Duplicate your softlight layer, drag it to the top.
Add new layer, fill with, #B8C5C0, set to colour burn.
Add another new layer, fill with, #FFEDC7, set to muliply 70%.
New adjustment layer, Colour Balance,
Mids = -4 0 +27
Shads = -100 -35 0
Add a Scratchy texture.
Two get the second result just add this texture and set to multiply
