Involves Selective Colouring
4 quick and easy steps

1. Duplicate your base twice and set each to Screen (this depends on your base)
2. Add a new layer, fill with, #02102D, set to Exclusion
3. New Adjustment Layer, Selective Colour,
Reds =   -100   0   0   0
Neutrals =   +100   0   0   0
Blacks =   0   0   0   +100
4. New Adjustment layer, Hue/Saturation,
Master Saturation = +25
