 This is a tutorial of Haley James Scott from One Tree Hill, season 2.

Translatable: No, selective coloring

Step #1
Find a picture and resize, crop, sharpen, etc.  I used this image from here.
I cropped it to 100x100 and I sharpened it.


Step #2
Duplicate your base (ctrl-J) and drag it on top.  
Set this layer to SCREEN, opacity 100%.
Merge this screen layer with your base layer (ctrl-e)


Step #3
Create a new fill layer, Layer> New Fill Layer> Solid Color.
Fill it with #07082f or a dark navy blue.
Set this layer to EXCLUSION, opacity 100%.


Step #4
Create a new fill layer, Layer> New Fill Layer> Solid Color.
Fill it with #bee9ff or a really light blue.
Set this layer to COLOR BURN, opacity 100%.


Step #5
Create a new Selective Coloring layer, Layer> New Adjustment Layer> Selective Color.
Use these settings:
Reds: -100/+17/+100/-11
Yellows: -100/-42/+51/+23
Neutrals: -17/-8/-10/-8
Set this layer to NORMAL, opacity 100%.


Step #6
Create a new Color Balance layer, Layer> New Adjustment Layer> Color Balance.
Use these settings:
Midtones: +43/+29/+26
Shadows: +33/+12/0
Highlights: 0/0/0


Step #7
Duplicate your base layer and drag it on top.
Set this layer to LUMINOSITY, opacity 100%
