Not much to go on

This one might be very difficult. It's a movie that was on at my cousin's house when I was 8 years old, so the movie has to be from no later than 1994 but I think it was probably from the 80's, maybe even the 70's. The only thing I remember about it is that a car was speeding through a tunnel - it might have been a construction tunnel, or maybe just a narrow passageway. The camera kept cutting to the gas pedal. Eventually, the car exited the tunnel and crashed into a lake or a pond...maybe a construction site....and then I'm pretty sure the next scene cut to a couple guys arguing. I don't remember anything else about it.

I know that's not much to go on - any guesses?
