All-female society/fandom

A few years ago, I remember reading about a community/fandom that was all-female and patterned their behavior on Victorian ettiquette. Women were classified as blondes or brunettes based on their temperament, regardless of actual hair color, and some of them lived together in these commune-like settings. There was an element of discipline; I believe that some of them were spanked when they broke the rules.

Anyone heard of this and remember the name of this group? It was just so bizarre.
