Possibly a long shot, and it isn't quite how you've put it, but this kinda reminds me of Dalton Russel's (Clive Owens') monologue from Inside Man:

Sounds like Grand Budapest Hotel, Ralph Fiennes to Zero...but it could be any Wes Anderson movie, honestly, they're always dictating things.

I haven't seen the Grand Budapest Hotel yet, but I do watch a lot of Wes Anderson movies so it could be something from one of those. I'll add it my watch list.
