Short story with a magic postcard, possibly by Neil Gaiman?

I have (part of) a scene or plot stuck in my head and can't figure out what it's from, please help?

I'm fairly certain it's to do with a postcard making the rounds, possibly a Valentine's Day card - it shows up in people's homes, does something (helps them sort out their love life maybe, or find/meet a partner, something like that - definitely positive things, it wasn't a horror/ghost story or anything), and then moves on to the next person. I think the main part I'm remembering is that one person somehow refuses the help, or it doesn't affect them, so the card can't move on. I very vividly have this image in my head of the card, or even multiple copies of it, being stuck to their kitchen ceiling because its magic goes slightly haywire as it's not working/not able to move on. I also keep imagining the card propped up on a kitchen counter, so possibly rather than being posted, it just shows up in their kitchen one morning?

It seems like it'd be a story by Neil Gaiman, or else be rather Gaimanesque, but I flipped through both Fragile Things and Smoke and Mirrors the other day and didn't spot it. (Though it may have been a brief scene in something, and I may have missed it by just flipping through rather than properly reading.)

I thought at first it might've been a graphic novel, as some images are so vivid/clear in my head, but I haven't actually read that many graphic novels so you'd think I'd have remembered. It's definitely not Harlequin Valentine at any rate, because I reread that the other day in hopes that it was what I was remembering.
