WHAT THE HECK IS THIS?

I bought a large box of assorted plates & junk from an antique shop for $6.50. In the box was this oddity.

This is glazed ceramic or porcelain. There is enough crazing on the surface to make me think it is at least 50 years old. It measures 2 3/4" across and is 1/2" tall. The stamp is a logo of a Pelican and it reads "Pelikan Germany." Pelikan is an old company that manufactured pens, along with a lot of sundry office supplies.

It was suggested to me that it is "ephemera" (a catch-all term for various promotional items) or it might be a paper clip holder. It looks (to me, at least) like it might be the top to a jar, but I just don't know.

Anyone?

FOUND! It's a nesting porcelain dish to mix watercolors in.
