Well . . . I found out why my water was shut off last Friday. The manager came by and saw a geyser shooting up in my backyard. He didn't know what was going on, so he did what he had to do to stop what could have been a bad situation. After he informed me what happened, I took steps to find out where the break in the system was.
It turned out to be a pressure valve in the system. The valve had a pass-by opening to handle high pressure and the excess pressure was vented. It cost me about $6 to replace the valve with a new one. End of problem.
