John Campbell- Right of Way means I will stop and wait for you to clear the intersection. But it does not mean you should expect me to stop before I reach the intersection. And I would not have needed to stop short if you had turned onto your side of the road instead of approaching me in my lane.
- Pulling over to use your cell phone is a good thing. Stopping in the bike lane does not count as pulling out of traffic. It's hard to justify when there's space for parking cars larger than yours between the bike lane and the curb.
