At approximately 1730 hours, Hunter Blackmoon, formerly of the Watchers' Council, called and indicated that he and his Potential, Faith Lehane, were returning to Sunnydale and the he wished to meet with me and exchange information pertinent to the presence of Wolfram and Hart in Sunnydale.  Mr Blackmoon indicated that he and his ward wanted to meet with me at 2200 hours at Sid's Diner.

At approximately 2200 hours, a black sedan was observed circling Sid's Diner in downtown Sunnydale.  License plate  number was recorded and is available under separate eyes-only cover, document TS-CCC 1298.2939.A.

Dominica Marchese notified MJ Carver, OSI Servator, that the meeting was taking place and that there was a likelihood of trouble.

At approximately 2205 hours, Faith Lehane entered the diner.

At approximately 2208 hours, Hunter Blackmoon entered the diner.  Black sedan again circled the diner, and a single shot, presumably intended for Mr Blackmoon, was fired from the passenger's side of the sedan.  The shot went wide, presumably because the "marksman" in the passenger seat overestimated his ability to hit a moving target from a moving vehicle with a large-caliber handgun.  Rather than its intended target, the bullet instead hit Sherry Marchese, daughter of Henry Marchese, Watcher Emeritus.

All personnel and civilians in the diner took cover except for the ones who fled out the back door.  The sedan returned, and I motioned for everyone to vacate the premises.  Automatic weapons fire raked the interior of the diner.  Approximately thirty rounds of nine millimeter ammunition were fired from a small automatic weapon, and Mr Blackmoon was hit twice in the back while providing cover for his daughter, Rebecca Blackmoon, near-SIT.  Collateral damage was moderate to heavy.

The sedan stopped and both doors opened, and two operatives emerged from the vehicle, one carrying a handgun, the other carrying a Steyr Aug assault rifle.  Mr Blackmoon had drawn a pistol and as the operative holding the automatic weapon drew a bead on him, Mr Blackmoon shot him in the head.  The operative's weapon discharged into the ceiling.

The second operative's view was blocked by his flailing comrade, and I fired three shots through the broken window of the diner into his torso.

Both operatives were complete casualties.

Dominica Marchese called MJ Carver, who was already on his way to the scene.  Carver rounded up all OSI personnel and one civilian who had fled the scene.

Civilian "Zack," waiter at Sid's Diner, returned to look after Sherry, and Faith Lehane returned to look after Hunter Blackmoon.  Both accompanied the ambulance to Sunnydale Hospital, where both casualties were stabilized and retained.

Commendations:  None.

Recommendations:  Strength of Watchers' Council operatives has been reduced by half, and the daughter of a prominent former Watcher has been severely wounded by what was ostensibly friendly fire.  Witnesses from the OSI and the civilian sector survived the incident.  Common sense dictates that the Council will cut its losses and leave.  As commonness and sense tend to be rare qualities among this organization, plain-clothes guards should take shifts at the hospital while Mr Blackmoon and Ms Marchese are recovering.

Ms Lehane is staying at quarters defined in separate eyes-only cover, document TS-CCC 1298.2939.A.  She has expressed an interest to work with the OSI.  There are several black marks against her, but investigation of this possibility could benefit the OSI.

The standard cover story of gang violence would work perfectly well in this instance, as even the civilian witnesses who were there saw nothing that could not have been explained by this story.
