I stand corrected.
My last post, I take it all back. I had forgotten the Rainbow portrait of QEI (c.1600), and that is what I think the person who created that dress was creating.

Notice the similarities in floral fabric, the ruff and the pearl strands.
I did not use this in my research, as the discussion about it tends to it being an allegorical dress, and it is not from the earlier 1590s, where my focus was. Yep, time to start that late period collection of images.
