Well!  Since asking questions is so fashionable today...

There are many theories surrounding the questions with depth to get a straight answer. Time would tell.

In what way are they questionable? How could he take on such an expansive and vital project and fail to produce empirical, unquestionable data?

Look at the research material, Mr. Carl. All it takes for its nature to change are the whims of these creatures that administrate the City. Administration and results that have varied every time they sent a new set.
