Translator’s Random Notes: The X6 guide does list X as former Captain of the 17th, so the reorganization must have taken place already. But nowhere have I found details on how it was reorganized, so I can’t confirm the part about Signas having sole responsibility. As for humans not learning from their previous mistakes, I think that is a basic theme of the series.^^; But Repliroids seem no better.
If X retired and Zero locked himself up after X6, then I can see how the Hunters would be weakened, with their two best recruiting poster boys gone, and something like Red Alert could spring up in the vacuum. I don’t think they would both walk out at the same time, though.
As for Hunter rank, I think it has less to do with their position in the organization and more to do with the type of situation they’re appropriate for. If it’s one Metool with a screw loose, you wouldn’t send an S-class. On the other hand, you wouldn’t (normally^_^) send a B-class to take down Sigma.
