First off, in order for a plan involving bait to work, you need to keep the knowledge that bait exists limited to as few people as possible. You sabotaged your own plan by announcing it publicly.
Second, bait has to be targeted specifically to the culprit's M.O. Random volunteers aren't going to cut it. There are a ton of newcomers in the city. We have to find out what in particular attracts the culprit to a victim, whether it's something about the victim, a time of day, a type of location... Unless we can narrow it down, we have no idea whether the murderer will take the bait, and therefore we're wasting manpower that could be used to run a simple and more effective patrol.
Third, there's been evidence to suggest we're not dealing with a single murderer but an organization. That means your backup is going to find themselves ambushed before the victim's even touched, because their backup will already be circling the perimeter.
First off I've been lead to believe this Network is secure from third parties. If that's not true than yeah, this whole thing it moot.
Second we've been looking at these attack patterns for months, and only very limited MO's can be established from the information we have. Age, gender and appearance seem largely irrelevant, and established fighters have been taken down.
And third yes, we do have reason to believe there's more than one. In fact we have some video evidence that there are likely three of them, of varying degrees of abilities. I can refer you to an earlier post of mine regarding all of that information. For backup to be ambushed, they still have to -know- we're coming. If we assume they outnumber, outmaneuver and outgun us in all scenarios, then we defeat ourselves before we've even begun.
You're assuming the killers don't include a single newcomer, or that they don't have moles among us. It's a needlessly risky assumption. The kind of hole that's going to get more people killed.
My point is, you shouldn't be baiting a killer you don't understand yet. If you don't have enough information to make this plan work, then you come up with something else. You don't go wasting people's lives.
We're at the point of needing to make needlessly risky assumptions. These killings have gone on for months, with the death toll easily rising into the double digits. We have no info, no method to track them, and have completely failed to protect ourselves and each other.
My point is at this point almost anything is better then sitting around waiting to be slowly picked off like wooden ducks at a target range. If you have a better idea, or if anyone has a better idea, I would fucking -love- to hear it.
So we're on the same page, give me all the information you've got. I'm talking evidence and statements about the killers, and stats on all of your volunteers. I need to know what everyone's capable of.
If you can do that and stop acting like I'm personally insulting you for some reason, then I can come up with something that'll work.
I mention "stuff I know" in it, that still about sums it up. I have one volunteer for the moment, and a -possible- very slim lead on a hideout. It's more of a hunch then anything else.

Guy named Riku. He's handy in a fight, and he's the only one who's expressed any interest in doing this thing with me.
My hunch? The Lighthouse. It's removed from the main portion of the city, and it rumored to be haunted which keeps most people away. A couple of teenagers turned up dead there a while back, which could be protecting their turf. Difficult to get to by water or air, but if they're determined...
It's a long shot, but it's the ONLY possible lead I have and I'd be remiss if I didn't at least follow it up. I was gonna take Riku, and get a third to act as an operator. Keep in contact and relay things if we get jumped.

As for the Lighthouse, it sounds like a good possibility but there's no reason yet to actually try to walk in there. A stakeout at the closest point should be good enough. If they're there and not using some kind of teleportation to get there, then you'll eventually see evidence of their travel back and forth.

Mmm...that's a good point. Observation is probably best, I'm just used to more direct methods.
You'd have to ask him yourself for more details, we havn't gotten into that yet. I just needed to know he could fight, and wouldn't be slowing me down.

I'll be working on what I can with what we've got, but neither your plan nor mine will work if you don't have thorough information on your volunteers' strengths and weaknesses. It should've been the first thing you asked for.

Not surprising. Nobody wants to see people led straight to their deaths.
Knowing what our own strengths are, though, I can come up with a good defense. If not offense.
