It's both a sourcebook and an rpg manual; it's both a compilation of information (ranging from collected information about the planetary governments and maps and geography, to a list of all the Vor families mentioned in the series, along with house colors mentioned in the series) and a really insightful analysis of the cultures and conflicts of the setting - the conflicts between worlds, the conflicts between characters, and the conflicts between character and culture which are so central to the books.
lignota, I think the analysis of Barrayar will make you very happy. gaudior, there's a whole section on gender roles which I think you'd find very interesting.
