I think you're right, we shouldn't just leave things up to chance. But it's easy to start feeling helpless, with things as bad as they are sometimes.

Do not like the idea of standing by while the rancid grime of the city underbelly destroys what little life [he says "life" but it sounds like "innocence"] there is. Am considered a criminal, but breaking laws is a small price.
