Personality: There's very few people that he's generally nice to and more people he aims to swindle if they don't get on his nerves, but under that creepy, cruel face of his is the heart of a simplistic banana-scarfing fatso with a passion for saxophones and pure beauty. He has expressed cruelty to animals by constantly electocuting a monkey he was given to enslave more for his own personal whim than the monkey's unwillingness to follow orders, but he also has a pet mouse who he's shown nothing but tender loving care for. Therefore there's no simple answer to how nice or mean he really is in general.
Backstory:
Locria lived in the quiet Island of Nowhere for many a century as one of the island's seven Magypsies. His fate, along with the other Magypsies, was to guard one of the seven needles used to keep the island's massive dragon asleep and from causing great destruction. However, he grew distant from his sisters (or should they be referred to as brothers?) and they have not heard from him for a long time, going on with their pretty pretty Magypsy parties without him.
His beautiful Magypsy house was located at what became New Pork City at the time Porky Minch arrived on the island. His once-deser locale became a fabricated backdrop as his house was moved to near the top floor of Porky's tower. From then on, Locria became a minion participant in a series of games to cure Porky's boredem. One of his tasks at hand was to travel to Tazmily as a mere peddler, and spread the word of happiness through the commercialization of Happy Boxes- televisions that soon changed the once-more primitive village into the tomarrow of present-day living.

Porky came to fall and his empire soon became Shycago, which Locria found upon returning from hospitalization. His house was gone save for his little mouse companion Alfie (Alfie was a mouse who lived in Lighter and Fuel's house in the forest before it was destroyed twice). From then on, Locria (under another alias entirely) resided in one of New Pork/Shycago's abandoned apartments and tried desparately to make a living, but there was no fitting in a town run by the Koopa Army with their own plans for the city. Locria and Alfie were driven out and the needle Locria was fated to protect remained deep underground. He figured nobody would be smart... or dumb enough to find and pull that needle.
And so he travelled, using a few leftover Pigmask troopers remained by his side, and started an internet business of selling Happybox 2.0s through the internet to make ends meet.
This wasn't Tazmily, however, so these junkpiles weren't selling, even if they do come with internet access now.
His travels ended in Final Destination City where he found a flyer promising a cushy, bossy teaching position in one of several departments. Drooling with anticipation, he pounced on the opportunity only to find out that the administration really just wanted an minimal-waged office monkey because nobody ever comes for those jobs.
And thus, he was hired, once again as a mad man (or hand)'s crony.
