As far as Boris and I could tell, the top floor contained only the bar.
Er, and the long line leading to the bar.

Correct. The mezzanine level contained the bar, and the levels above that were not open to the public. They likely did this to prevent much of what occurred in earlier balls.

Ah. It makes more sense knowing that the upper floors were closed. I had thought they were open to people above 21.
