Draco wasn't used to not being able to make a decision, but when it came to his proposal, he was having great difficulty sorting historical events not into sequence, but into a teachable structure that wouldn't overwhelm students too quickly, but which would allow for all the basics to be taught within the first few years, when History of Magic was compulsory. A proper basis in history was important, of course, but in the end, Draco knew as well as anyone that the true purpose of teaching history was to engage the young mind, to make it capable of understanding things in a historical context. That had to come first.
This afternoon, what was bothering him the most was the subject of early British magic. His family was old, but back before even Slytherin and Gryffindor there had been magic in Britain. The question merely was, whether the Roman magic, practiced with spellwords, and the early Celt and Gaelic magic, which was much more elemental but mostly lost, should be considered different subjects, or ameliorated into one. Putting the two together combined a considerable amount of material, but it did allow students to discover for themselves which parts of their own magic came from which source.
Draco knew one thing. It was an interesting enough subject to keep young wizards and witches awake, and simple enough to consider for first year study, but he didn't want to overwhelm them, either.
It was this that was bothering him as he settled down at the Italian restaurant in Hogsmeade and ordered a plate of garlic bread as he waited for Hermione, nibbling on the crisp edges. He'd come early just for the excuse, having taken a liking to the garlic bread served here on one of his previous visits. Hermione would probably have some excellent advice for him, after all. She usually did.
